Douglas N. Freifeld is a partner in F3's Oakland office. Mr. Freifeld has represented California public entities in labor and employment law matters since 1984, including school districts, municipalities, special districts, superior courts, and housing authorities. He serves as management's spokesperson in collective bargaining, and is certified in Interest Based Bargaining. Mr. Freifeld regularly handles labor arbitrations and administrative hearings, and regularly appears before PERB, OAH, and other administrative bodies. He provides labor and employment law advice and representation in employee discipline and discharge issues, discrimination matters (including matters before the EEOC and DFEH), wage and hour issues, workplace safety, protected leave issues, and disability accommodation.
Mr. Freifeld also performs workplace investigations into suspected harassment and other misconduct, and is a frequent trainer for supervisors and managers in workplace harassment issues, Skelly and other due process issues, and investigation techniques.
Mr. Freifeld was an author and consultant for the Bender publication, California Public Sector Labor Relations. For two years in the 1990's, Mr. Freifeld served as the American Bar Association's representative in Russia and in Belarus, implementing technical legal assistance to the legal communities in those former Soviet republics, including law schools and bar associations.
After graduating with distinction from Stanford University, Mr. Freifeld received his law degree from Columbia University School of Law in 1984.
