Colby Mills is an associate in the firm's Sacramento office where he practices in the areas of Charter Schools and Student Services & Special Education. He advises school districts, county offices of education and special education local plan areas on a wide range of special education related matters. Mr. Mills also assists clients on matters before the California Office of Administrative Hearings, including early resolution meetings, mediations, and due process hearings.
Prior to joining F3, Mr. Mills practiced at a local firm in the Sacramento area as well as a large corporate firm and the Arizona Office of the Attorney General. There, he handled matters ranging from Special Education, Charter Schools, Labor and Employment to appellate matters. In addition, Mr. Mills served a clerkship at the Arizona Court of Appeals.
Before becoming an attorney, Mr. Mills had a career in education where he taught science and special education classes across the United States and Jerusalem.
Mr. Mills earned his Juris Doctor from University of California, Los Angeles. He holds a M.Ed. in Secondary Science and Transition Special Education from the George Washington University in Washington, D.C. and a B.A. in Biology from Franklin and Marshall College in Lancaster, PA. He is admitted to practice in California and Arizona.
