Diane Willis is a partner in F3's San Diego office. A highly respected education law attorney, Ms. Willis is a member of the firm's Student Services and Special Education Practice Group. She has extensive experience advising school districts across the state on all aspects of special education law and practices, including resolution meetings, mediations, administrative hearings and federal court of appeals of special education decisions. In addition, she provides guidance to clients in planning and programming decisions to confirm with the Individuals with Disabilities Act. Ms. Willis has represented school districts at expulsion hearings, during Office for Civil Rights investigations and in California Department of Education compliance matters.
As a seasoned advisor and trainer, Ms. Willis provides counsel both at the school site and administrative levels. She is also a popular speaker, sharing her knowledge on a broad spectrum of special education on topics such as conducting appropriate assessments, developing procedurally and substantively appropriate IEPs and planning for IEP team meetings.
Ms. Willis earned her Juris Doctor from the University of San Diego School of Law and holds a bachelor's degree from University of West Florida and attended Georgetown University. She also worked on a master's degree in clinical psychology at San Diego State University, completing all coursework, including neuropsychology, analytical statistics, and experimental design.
A member of the California State Bar, Ms. Willis is admitted to practice before the U.S. District Court, Southern and Central Districts of California.
