Jennifer R. Rowe Gonzalez

Jennifer R. Rowe Gonzalez is a partner in the firm's Fresno office. The focus of her practice is special education and student services. As a recognized leader in these specialties, Ms. Rowe Gonzalez advises school districts, County Offices of Education, and Special Education Local Plan Areas across the State.

Her extensive special education practice includes mediations and due process hearings as well as  appeals in District Court and before the Ninth Circuit Court of Appeals. She has particular expertise in assessment, the IEP process, special education discipline, behavior interventions, working with California Children's Services, and serving incarcerated youth and adults.

Additionally, Ms. Rowe Gonzalez counsels clients on compliance and discrimination issues, including those arising under Section 504 of the Rehabilitation Act of 1973 and has considerable experience representing clients with the Office for Civil Rights.

Ms. Rowe Gonzalez also focuses her practice on student services issues, including assisting school districts with suspensions, expulsions, and expulsion appeals.  She has spent a significant time working with school districts to reduce disproportionality in student discipline.  She counsels districts regarding other student services-related issues such as attendance and student records.  Ms. Rowe Gonzalez also assists clients with responses to Uniform Complaints and complaints against employees.

A popular speaker, Ms. Rowe Gonzalez frequently provides staff development regarding special education and student services issues as well as presenting at conferences of education organizations across the state, including ACSA, CASCWA, and the State SELPA Organization.  Prior to law school, Ms. Rowe Gonzalez taught for more than six years in public schools, including teaching fifth grade in a full inclusion pilot program.  During this time, Ms. Rowe Gonzalez also served on curriculum and standards development committees and provided in-service training on accommodating special education students in the general education classroom. This experience as an educator greatly enriches and informs her practice of law.

Ms. Rowe Gonzalez earned her Juris Doctor from Brigham Young University's J. Reuben Clark Law School in 2003. She earned her Multiple Subject and Learning Handicapped Specialist Credentials at St. Mary's College in Moraga, California and holds a bachelor's degree in Elementary Education from Brigham Young University.
