James B. Fernow

James (Jay) B. Fernow is a partner in the Los Angeles.  In his legal practice, Mr. Fernow lends his extensive labor and employment experience to public agencies statewide, offering practical guidance with respect to daily management of employees, arbitrations, discipline and dismissals, certificated layoffs and leaves of absence. 

An accomplished negotiator, Mr. Fernow frequently advises clients with respect to all facets of collective bargaining, including union negotiations, impasse, mediation and fact-finding.  Additionally, Mr. Fernow is a member of the Board of Directors for the North American Educational Negotiators Association, or NAEN. 

As a  leader in NAEN, the only international professional organization of educational negotiators comprised of management experts in K-12 districts, community colleges and universities, Mr. Fernow lends his collective bargaining experience to educational management negotiators across the United States and Canada by encouraging open dialogue, collaboration and informational exchanges, as well as addressing current and emerging issues affecting collective bargaining in the educational arena. 

Additionally, Mr. Fernow advises agencies on Brown Act and policy matters, public records and student disciplinary matters.  He has experience in civil litigation matters, including written discovery, depositions, trial preparation and court appearances.

A popular speaker and guest lecturer, Mr. Fernow often delivers workshops on labor and legal matters to groups at the National School Boards Association, California School Boards Association and the Association of California School Administrators, as well as at county offices of education throughout California.

Mr. Fernow received both his Juris Doctor and bachelor's degrees from the University of Arizona.  He is the proud father of two sons, one who attends public school in the Los Angeles area and another in college.
