L. Carlos Villegas is a partner in Fagen Friedman & Fulfrost's Los Angeles, Inland Empire and Fresno offices. He represents and advises school districts in the areas of labor and employment, governance, litigation and student issues.
Mr. Villegas has successfully represented school districts in Superior Court and a variety of administrative hearings, including teacher dismissals, certificated layoffs and classified suspensions and/or terminations. Mr. Villegas has conducted complex employment and student related investigations and has successfully defended school districts before the Department of Fair Employment and Housing, Equal Employment Opportunity Commission and Public Employment Relations Board.
A member of the firm's eMatters Practice Group, Mr. Villegas ensures that his legal practice incorporates consideration of all current and emerging technology issues. With over 15 years of experience working in school districts, he frequently presents to districts, administrators, and parent and community groups on education law topics. Mr. Villegas is a member of the California Association of Latino Superintendents and Administrators and often uses Spanish in his legal practice.
Mr. Villegas received his Juris Doctor with a Concentration in Intellectual Property Law and a master's degree in Mass Communication from Boston University in 2004, and also studied at the University of Buenos Aires, School of Law in Argentina. He received his bachelor's degree from the University of California at Los Angeles in 2000. Mr. Villegas has been admitted to practice by the California State Bar and the United States District Court for the Central District of California.
