Proudly serving school districts with strong communication and problem-solving skills, I provide counsel on a wide array of special education issues and represent clients throughout all phases of due process proceedings. I also advise on student service matters and offer training presentations on a range of regulations and developments in these dynamic educational areas.

What's it like to work with me?

While I work quickly and efficiently, I don’t cut corners, always giving my best to the matter before me—a work ethic instilled in me at a very young age. Bringing a deep respect to the important work school district professionals perform, I draw on both my legal and educational experience to help clients create the best learning environments possible. Public education has given me so much, and I consider it an honor to be able to give back.

Overview

Daniel B. “Dan” Soar counsels school districts on a wide range of special education matters, including student assessments and Individualized Education Programs. Dan brings his ability to strategically craft and deliver the facts of a dispute in representing school districts during the various stages of due process proceedings, including mediation, resolution session and hearing.  

Additionally, Dan advises clients on issues that arise in student services, including in the often complex and sometimes delicate area of student discipline, as well as student records, privacy and data, among others. He also relishes the opportunity to apply his public speaking and teaching skills and provide training presentations to education professionals, helping prepare clients for the latest and upcoming changes that may affect the way they operate. This helps them stay compliant with new laws and regulations.  

Dan places a priority on working collaboratively with clients, other F3 Law attorneys, and opposing counsel, while always working to advance clients’ interests. By taking a cordial, honest and straight-forward approach, he’s able to cultivate and maintain strong professional relationships. A stellar writer and verbal communicator, Dan takes pride in ability to address matters clearly and concisely, distilling even the most complicated issues into understandable terms. 

Before joining the firm, Dan served as a teaching fellow at the School Without Walls High School as part of the Marshall-Brennan Constitutional Literacy Project in Washington, D.C. He also worked as a legal intern at the District of Columbia Office of the State Superintendent of Education, where, among other things, he assisted experienced attorneys in advising on special education matters. These experiences enhance his capacity to serve clients today.

After School

A music enthusiast, I play numerous instruments and own a collection of guitars. I also enjoy participating on the firm’s kickball team and love ice hockey, which I played in high school and college.
