Overview

Rachel Wong advises California TK–12 school districts, primarily in Southern California, on a wide range of legal matters. Her practice includes labor and employment, governance, and Title IX matters. Rachel also serves as an impartial investigator in district investigations, involving allegations of sexual harassment, bullying, discrimination, retaliation, and other forms of misconduct. Prior to joining F3, Rachel served as a Labor Relations Counsel at the California Department of Human Resources, where she represented state departments in labor and employment matters, including grievance arbitrations involving collective bargaining agreement disputes, cases before the Public Employment Relations Board, and employee disciplinary proceedings.

While attending UC Davis School of Law, Rachel gained a diverse range of public service experience that shaped her approach to the practice of law. As a Judicial Extern with the U.S. Department of Labor, Office of Administrative Law Judges, she drafted proposed decisions and orders involving federal labor and employment laws. Rachel also interned with the California Civil Rights Department, where she worked on employment discrimination and civil rights matters arising under the Fair Employment and Housing Act. In addition, Rachel worked with the Asian Law Alliance, where she supported domestic violence victims seeking immigration relief under the Violence Against Women Act.

Rachel’s varied experience and background as a first-generation Chinese American have shaped the thoughtful and compassionate perspective she brings to her work at F3. These experiences have taught her the importance of approaching each matter with empathy, while exercising sound judgment and providing practical solutions tailored to her clients’ needs.
