Last Friday, Governor Newsom signed into law AB 2268, which exempts students in Transitional Kindergarten (TK) from taking the initial ELPAC (English Language Proficiency Assessments of California). The law is effective immediately, meaning that TK English learners will not be required to take the ELPAC beginning in the 2024-2025 school year. Instead, these students will take the initial ELPAC at the start of their kindergarten or first grade years.
This law follows concerns that the ELPAC was not designed for the younger TK population that is currently enrolled in TK programs across California. The State Board of Education is expected to discuss how to identify and support emerging bilingual TK students starting with its July 2024 meeting.
