Dyslexia Updated: Eligibility, Goals and Services

Dyslexia—the most common learning disability—remains one of the hottest topics in special education law in California and across the country. Through an examination of the law, the latest guidance, and selected recent court and due process decisions, this session focuses on some of the most problematic issues for IEP teams in determining eligibility, drafting appropriate measurable goals, and providing services for students diagnosed with dyslexia. This presentation also discusses California’s new dyslexia screening requirements and imparts practical compliance takeaways for school staff and administrators.

The Evolving LRE Standard

A school district’s obligation to serve students with disabilities in the least restrictive environment has undergone significant examination by courts and at due process hearings over the past several decades—in California, in the Ninth Circuit, and nationwide. In this session, we will examine the evolving LRE standard in detail in the context of the rules and legal trends, specifically the analysis of when a general education classroom constitutes the LRE for a student with disabilities. The session also will impart practical tips in the LRE decision-making process to enable IEP teams to best meet the needs of students with disabilities.

This highly popular session provides an overview of the most important recent cases from OAH and the courts—and why they matter to special educators. We also highlight new guidance from the U.S. Department of Education on relevant topics. And, of course, we will provide any late-breaking legal developments related to proposed and enacted legislation and regulations.
