Overview

Serving school districts throughout California, David Moreno handles a variety of employment, labor, governance and general education law issues. They include grievances, unfair practice charges and table negotiations through impasse and post-impasse proceedings. He frequently conducts investigations of discrimination complaints by employees and finds it gratifying to interview the parties involved and piece together a cohesive and compelling narrative of each account.

David draws on extensive experience when advising on certificated and classified employee discipline matters, leaves, status disputes, layoffs, discrimination claims and union issues. He helps protect school districts, and the kids they educate, by ushering them through employee terminations stemming from poor job performance or conduct. Additionally, David provides counsel on matters related to school board operations and to legislation such as the Public Records and Brown Acts.

With a focus on clear communication, David finds and presents clients with information they can use to answer questions and make decisions in the most accurate, efficient and timely manner possible. He listens carefully, conveys complex topics by breaking them down into digestible pieces, and draws on well-honed writing skills. David’s easygoing personality and respectful approach allow him to connect with clients and effectively tailor his guidance precisely to their legal needs and preferences.

In demand as a public speaker, David has presented workshops on a wide range of employment, student and governance topics, including employee use of employer technology and sexual harassment prevention training for members of the California School Boards Association.

After School

I'm an avid reader, particularly of history and mystery novels, and I like watching old classic film noir movies. I also love to spend time by the ocean whenever I can.
