I work with clients to build and strengthen productive labor relations with the unions that represent their employees. I help develop collaborative strategies that support the delivery of high-quality services to students and other stakeholders, including through collective bargaining, contract administration, grievance processing, and matters before the Public Employment Relations Board (PERB). As an employment attorney, I advise districts on the full spectrum of personnel issues, including hiring, civil rights compliance, employee accommodations, discipline, and retirement matters.

I am thorough and responsive. It is import to me that clients and stakeholders feel heard, informed, and comfortable with the legal processes I help them navigate. I like to make myself available for when clients need me, so I encourage clients to reach out to me as soon as a need arises. School districts run on a 24/7 cycle, and as an attorney, its important for me to be available to meet the unique needs of the agencies that serve our communities.

Overview

Noah Rosen brings nearly a decade of experience in K-12 Public Education. He began his career as a substitute teacher, teaching everything from Kindergarten through eighth grade. Noah then spent a year as a student teacher, teaching fifth and first grades. After receiving his Multiple Subject Teaching Credential, he served as an elementary school teacher for a large Title 1 public school district in Southern California, teaching fifth grade, then eventually moving up to middle school where he taught sixth grade Math, Science and Computer Science. Noah earned his Computer Science Teaching Credential in 2023, and was honored by UC Davis and the California Legislature as California CSTEM Teacher of the Year in 2024.  

In conjunction with teaching, Noah served as an award-winning and integral member of his local teachers association. Noah served as a member of the local’s bargaining team, and successfully negotiated several iterations of their collective bargaining agreement and memoranda of understanding. As Grievance Chair, Noah filed and processed grievances on the union’s behalf, including advocating before the highest levels of district management. He also served as his local’s Middle School Director and Site Representative, advocating for employees in disciplinary investigations and meetings.  

Noah leverages his instructional and union experience to represent the dynamic needs of public school districts in their Labor and Employment matters. As a member F3’s Labor and Employment practice group, he handles a wide range of matters, including serving as both negotiator and advisory counsel at bargaining tables, grievance processing, and employee discipline. In addition, Noah advises governing boards, acting as counsel in open and closed sessions.

Experience Highlights

  • Successfully negotiated a collective bargaining agreement with a district experiencing financial strain due to declining enrollment and rising costs. 
  • Representing clients in contentious governing board meetings, including applying the Brown Act and parliamentary procedure to manage community and intra-board conflict.
  • Dismissing and suspending employees accused of sensitive sexual misconduct.
  • Settling an unfair practice charge before PERB through successful mediation.
  • Advocating for a client through the post-hearing PERB unfair practice process, gaining a favorable ALJ decision, which was not appealed.
  • Drafting a winning appeal brief submitted to the PERB Board itself, which resulted in a precedential PERB Decision (Downey Unified School District (2026) PERB Dec. No. 3018.)

After School

I enjoy spending time with my wife and daughter. We are zoo fanatics and love visiting the San Diego Zoo and Safari Park. I love hiking and enjoy spending winter weekends in the desert, especially Joshua Tree National Park. I travel frequently, and some of my favorite destinations are Mexico, Las Vegas, Israel/Palestine, and Canada.
