California House Resolution 87 declares findings that aim to encourage lawmakers to use six guiding questions as part of their process of evaluating whether the burden of reporting to the state, on a particular issue, is best placed on the school district or whether there are better and more efficient ways of accomplishing the same task. While lawmakers are not required to use this framework, the passing of the resolution indicates an awareness of the administrative weight placed on school leaders. Per the resolution, helpful questions lawmakers should consider in order to evaluate additional reporting or planning obligations for a school district include:
Purpose: Why is the information being requested?
Audience: Who will actually use this data?
Value: Does the benefit outweigh the administrative opportunity cost?
Feasibility: Can small LEAs realistically comply with the mandate?
Duplication: Is this data already being reported in another form?
Duration: How long should this requirement remain in effect?
