Kelly Chacon has dedicated her legal career to helping families and public school systems effectively navigate the complexities of special education law. She currently advises and represents school districts throughout the Bay Area and Sacramento on matters involving the Individuals with Disabilities Act (IDEA), Section 504 of the Rehabilitation Act, and other related state and federal regulations relating to students with special needs. Her work primarily includes participating in IEP and Section 504 Meetings, mediation, representation in due process matters/hearings, as well as guidance and compliance in matters before the Office of Civil Rights and the California Department of Education.

Prior to joining F3 Law, Kelly represented families throughout California in special education matters, advocating for appropriate services and placements, engaging in settlement negotiations, and litigating due process hearings. She also handled related issues involving student discipline, Title IX investigations, Government Tort Claims, and California Public Records Act requests. This experience provides her with a well-rounded understanding of the legal and practical challenges school districts face and informs her collaborative, solutions-oriented approach.

Kelly’s passion for special education stems both from her personal experience and professional journey. Growing up, Kelly was exposed to the special education system early on through experiences with disabilities in her own family and early professional work with underrepresented students at an educational summer camp. While earning her J.D. at Southwestern Law School, she also advocated for students from low-income families through the Children’s Rights Clinic and Frank D. Lanterman Regional Center, deepening her commitment to supporting legally compliant and effective educational programs. Today, she brings the same commitment to her work with the districts – helping them build legally sound practices that support long-term success for our educational systems.

As an attorney, Kelly is known for her client-centered approach, practical problem-solving skills, and effective communication. She values strong relationships with her clients and works collaboratively to provide thoughtful support that aligns with both the legal requirements and the realities of the day-to-day school operations.
