My approach helps to ensure compliance with the numerous rules and regulations that govern school district activities—while remaining based in practical reality and common sense.

Working with me is a collaborative experience and I aim to provide you with actionable solutions to your problems. I view my clients as business partners and, as such, instead of telling them what they “must” do I provide a complete picture of their various options and associated risks to help them come to an informed decision. I’m responsive, and I will listen to you carefully. I also believe in clear, concise communication that is not weighed down by heavy legal terminology or citations. I will give you the answers you need in an easily accessible form.

Overview

Peter Sumulong guides school districts smoothly through all laws and contracts related to the procurement of services, construction services and other products, as well as with the sale or lease of district-owned real property.

Clients ranging from the largest to the smallest school districts in California rely on him to help ensure their procurement activities remain both transparent and compliant. Peter advises clients throughout the life cycle of procurement, from bidding to contractor selection to contract negotiation. While Peter evaluates and negotiates services contracts of all types, he has particular experience assisting districts with food services and energy services transactions.

Drawing upon his past experience, including experience as in-house counsel at a construction firm, Peter applies his insights into industry business practices and mindsets to assist school districts with initiation of their construction projects. Additionally, when a school district wishes to increase revenues by selling or leasing surplus property, Peter helps them navigate the maze of applicable laws to get those deals done, in a way that also benefits both students and staff.

Peter also has experience conducting workplace investigations and advising clients on governance and student related issues.

A former television sports anchor, Peter now utilizes those communications skills to engage and educate at conferences hosted by organizations such as the California Association of School Business Officials (CASBO) on topics such as procurement and public contracting.

After School

I enjoy going to the gym, coaching youth wrestling, watching sports, and reading, mostly non-fiction. Over the years I have amassed what might now arguably constitute an official “collection” of Funko POP! Bobbleheads.
