Ryan Donoghue

Ryan Donoghue is a member of the firm’s Business, Facilities, and Real Estate group, based in the Sacramento office. He advises clients on governance, property, construction, and litigation matters, with a focus on strategic, durable solutions that safeguard their institutional interests.

Ryan represents school districts, joint powers authorities, and education agencies in a range of transactional and dispute resolution matters—including complex real estate deals, construction claims, administrative appeals, and cybersecurity-related litigation. His background representing both private litigants and public agencies gives him a practical understanding of how legal risks intersect with our clients’ operational demands.

Before joining F3, Ryan litigated in state and federal courts, developing expertise in motion practice, discovery strategy, and advocacy. As former counsel to school and community college districts, he guided clients through property acquisitions, facilities planning, and compliance issues involving the Public Records Act, Brown Act, CEQA, and FPPC regulations.

Ryan earned his J.D. from McGeorge School of Law, with a concentration in Water & Environmental Law. While at McGeorge, he clerked for California state agencies and was active in the Water Law Society and the Rugby Club. He holds a B.A. in English Literature from the University of Nevada, Reno at Lake Tahoe.
