My approach is informed by a deep understanding of the educational landscape—gained from my own experiences in the field—that helps me resolve immediate concerns and contribute to long-term success, from student rights and special education to Title IX issues.

My goal is to make the legal process clear and less intimidating to ensure you feel supported and confident.

Overview

Siobhan H. Cullen advises public and private K-12/K-14 school districts, colleges and universities on key student matters such as student services, special education, and Title IX issues and investigations. She represents these educational institutions at IEP meetings, student discipline proceedings and due process hearings at the state and federal levels. Siobhan also crafts policies, procedures, and templates that help schools succeed and stay compliant.

With a wealth of experience in university settings, Siobhan approaches each matter from her client’s – and ultimately student’s – perspective. Her goal is to make the law understandable and as easy to navigate as possible. This often involves leveraging her excellent persuasive writing skills and legal strategies, giving her clients the knowledge and confidence to make decisions. And when emotions are high, she uses trauma-informed practices to diffuse even the most tense situations while making sure everyone feels heard.

Growing up in a family full of teachers, Siobhan is passionate about education and student rights and committed to making systemic change through education and advocacy. She often trains diverse audiences, from high school and college students to public agency personnel and teachers, in topics ranging from special education administration to affirmative consent and the Title IX process.

After School

I love going to concerts, from Bon Jovi to K-Pop, and being outside in nature. I’m passionate about cougar conservancy and helping big cats in the Los Angeles area. I also enjoy reading and writing, and have an arts and crafts studio where I create commissioned pieces and miniatures.
