I specialize in labor, employment and public agency governance matters, but clients often refer to me as their general counsel because they can strategize with me on the full spectrum of legal, operational and political issues. Working in these areas provides me with a unique knowledge and insight into how our clients actually operate, which is critical to successfully navigating collective bargaining.

If clients need strategize on a more complex issue, I will work through the available options so that the client can make an informed decision. In the often adversarial world of labor relations, my approach is to stay rational and focused on finding solutions to the problem, while avoiding some of the emotions that can get the better of one’s judgment. This leads to better outcomes and relationships.

Overview

Bringing extensive experience and a deep understanding of the highly regulated public education environment, Jordan I. Bilbeisi counsels K-12 and community college districts on a wide range of labor, employment and public agency governance matters. Well regarded by his peers, Jordan serves as chair of the firm’s Labor and Employment practice group. He has a reputation for success in labor relations and negotiations, and is known as an expert in nearly all public education employment issues, such as employee classifications, discipline and investigations, complaints, administrator contracts, leaves and accommodations, among other topics.

Jordan builds close relationships with clients who rely on him as an integral part of their decision-making process. He is adept at identifying issues both short-and-long term, anticipating issues and providing counsel to avoid pitfalls and costly legal disputes. When disputes do arise, he helps guide clients to successful outcomes with strategic yet practical thinking, creativity and a calm, cordial demeanor.

Jordan’s typical day involves taking questions from clients a wide range of time sensitive issues, providing clear and concise answers as quickly as possible. Having worked with numerous districts on so many issues, Jordan brings a unique perspective that helps answer questions, resolve issues and develop successful strategies.

As general counsel, Jordan closely monitors the ever-evolving and complex regulatory framework governing public education. In addition to labor and employment, he counsels districts on public agency governance, constitutional issues, the Brown Act and Public Records Act.

A frequent presenter, Jordan trains administrators and board members on numerous issues, including labor relations and negotiations, employee documentation and investigations, administrator contracts, the Brown Act, and preventing discrimination and harassment, among other subjects.

Jordan enjoys spending time with three children and coaching their soccer and baseball teams. When the time allows, you can find Jordan surfing at local beaches and woodworking in his workshop.
