I feel lucky to do work I love and genuinely enjoy teaming up with clients to strategize, tackle challenges, and turn ideas into action. I’m responsive, collaborative, and focused on giving practical advice. As a parent of three, I understand firsthand how school decisions affect students and families, and that perspective informs my approach to helping schools navigate complex issues, support their students, and achieve their goals.

Overview

Patricia Weaver advises California K–12 school districts and community college districts on a wide range of legal matters, including student rights, special education, complaint processing and investigations, student data privacy, labor and employment, and governance and leadership matters.

Drawing on her broad experience, she brings an integrated approach to advising school districts, addressing everything from day-to-day operational matters to providing strategic guidance on navigating complex legal matters. She values working closely with school districts to make complex legal issues accessible and actionable.

Patricia is also an experienced investigator who regularly investigates complaints brought by students and employees, including allegations of sexual harassment, discrimination, retaliation, whistleblower claims, and other forms of misconduct. In addition to conducting investigations, she regularly advises clients on how to effectively process complaints and provides strategic guidance throughout internal investigations.

 

 

Experience Highlights

  • 9+ years of workplace/school investigations for K-12 school districts and community college districts 
  • Development of policies and procedures for school districts to ensure compliance with the latest laws 
  • Advise clients on all issues involving students' rights, including the development of IEPs and 504 plans, and navigating complicated issues with parents 
  • Assist community college districts in obtaining workplace restraining orders  
  • Developed and delivered interactive compliance trainings in the areas of sexual harassment, Title IX, mandated reporter trainings, investigations, employee discipline, and Public Records Act
  • Assisted K-12 school districts in the rollout of the Children and Youth Behavioral Health Initiative  
  • Provide day-to-day advice regarding legal issues involving students and employees

After School

Outside of her practice, Patricia is a Southern California Native who lives in Carlsbad with her husband and three children. Patricia grew up surfing—at one point working as a surf instructor at San O'Nofre State Beach —and still feels most at home in the water. She also enjoys good novels and yoga, and will never turn down a cup of coffee.
